remove setup manager navigation

Default remove setup manager navigation

Is there a way to remove the setup manager navigation to prevent anyone from going in and messing around with any of the settings, or just be able to access editing the categories? I would like to allow them to still be able to edit the categories.

Are these somehow possible?

There's one administrator and 20 regular user slots for the calendar. Only the administrator will be able to go to the Setup. The other 20 users only have access to the Event Manager, which does not allow them to modify categories.

I require that they only have access to update the categories in the setup manager. Is there anyway I can have them do this only?

There currently isn't a way to selective give permissions to certain parts of the Setup Manager.
